There is more heavy industrial construction breaking ground across the Permian Basin and the El Paso region than the area has seen in years, and much of it carries serious insulation scope. This page tracks the projects in our delivery area that matter to the insulation trade: data centers, the gas power plants being built to feed them, and Delaware Basin gas processing. The largest new demand, and mostly cold-service work: chilled and closed-loop water piping, mechanical rooms, and vapor barrier systems, in very large quantities per site. Most of these campuses build their own gas power on site, which adds hot-service scope in the same location.
Project Jupiter — Santa Teresa, NM. BorderPlex Digital Assets, built for Oracle to host OpenAI (Stargate) infrastructure. Under construction; up to 2.45 GW across four buildings on closed-loop cooling, powered by on-site natural-gas fuel cells. Heavy cold-service scope, chilled-water and closed-loop piping, mechanical rooms, and vapor barriers, plus balance-of-plant piping on the fuel-cell microgrids. Directly across the state line from El Paso.
Meta El Paso — Northeast El Paso, TX. Meta's data center, reported at up to $10B and targeting 1 GW by 2028, paired with El Paso Electric's new roughly 366 MW "McCloud" gas plant. In permitting. Dual scope in one location: data-center cold-service plus hot-service on the gas plant, turbine blankets, hot pipe covering, exhaust, and jacketing.
Texas Critical Data Centers — Ector County, TX (near Odessa). A joint venture of New Era Helium and Sharon AI: a 250 MW, self-powered, net-zero gas-fired AI campus. Phase 1 of roughly 100 MW is targeted online by late 2026. Cold-service data halls plus on-site gas generation, inside the Odessa radius.
Circe Energy West Texas AI Campus — Permian Basin. A 1,950-acre, gigawatt-scale campus with about 2 GW of on-site natural-gas generation from Cummins gensets. Roughly 150 MW starts in 2027, scaling toward 1.1 GW by 2030. Genset exhaust and jacketing on the hot side, data-hall cold-service on the other.
Lancium Clean Campus and Cormint — Fort Stockton, TX (Pecos County). Operating campuses that keep expanding toward several hundred megawatts of interconnection. Smaller mechanical-cooling scope than the hyperscale sites, but active, recurring build-out in the Fort Stockton area.
Project Horizon — near Fort Stockton, TX (Pecos County). A 2 GW campus (Poolside AI) announced in 2025 but on hold as of mid-2026 after its anchor tenant withdrew and funding and water questions surfaced. Listed here for the record; we are tracking whether it revives.
Many of the data-center campuses pair with on-site gas power, and there is a large pipeline of standalone gas plants across the basin. These are high-temperature jobs: turbine blankets, hot pipe covering, exhaust and steam systems, and jacketing.
Chevron West Texas Power Complex — Permian Basin. Chevron's first power-generation facility, with Microsoft contracted to take the power. Announced, with a final investment decision expected around early 2026; 2.5 GW initially and scalable to 5 GW, targeting first power near 2027. One of the largest single hot-service opportunities in the basin.
GW Ranch Power Campus — Pecos County, TX (about 17 miles north of Fort Stockton). Pacifico Energy's off-grid campus cleared its air permit in early 2026: 7.65 GW of gas generation plus battery storage and solar across more than 8,000 acres. Phase 1 of 1 GW targets first power in the first half of 2027. The single largest gas-turbine hot-service scope in the region, and a data-center campus on top of it.
Pecos Power Plant — Pecos, TX (Reeves County). A 452 MW gas plant from Mercuria Americas and Continental Resources. Construction began in late 2025, with commercial operations targeted for 2027. Turbine, exhaust, and hot-pipe scope in the city of Pecos.
CPV Basin Ranch Energy Center — Ward County, TX (west of Odessa). Competitive Power Ventures' 1,350 MW combined-cycle plant, expected to begin generating around 2029. Turbine plus heat-recovery and steam hot-service, hot pipe, and jacketing.
Vistra Permian Basin expansion — Ward County, TX. Vistra is adding about 860 MW of new gas units to an existing plant, raising the site to roughly 1,185 MW, with the new units expected online around 2028. Brownfield hot-service at an operating plant.
The steady base of work in the Delaware Basin: cryogenic processing plants and compressor stations, weighted toward cold-service and high-strength, corrosion-resistant materials.
Trace Midstream — Apollo Gas Plant — Eddy County, NM (Carlsbad area). A 250 MMcf/d cryogenic plant with 36 miles of gathering pipeline and two new compressor stations. Announced mid-2026, in service targeted for late 2027. Textbook cold-service cryogenic scope plus compressor stations, right in the Carlsbad core.
Kinetik — Kings Landing I — Eddy County, NM. A 200 MMcf/d cryogenic plant with acid-gas injection, under construction and targeted in service by year-end 2026. Cryogenic cold-service plus sour-gas service that needs corrosion-resistant systems. The nearest-term startup in Eddy County.
Kinetik — Kings Landing II — Eddy and Lea Counties, NM. A second train at 300 MMcf/d (final investment decision reached mid-2026), expected in the second half of 2028. Repeat cryogenic cold-service and high-strength scope at the same complex.
Enterprise Products — Mentone West 2 — Loving County, TX. A cryogenic plant of more than 300 MMcf/d with NGL extraction, expected in service in 2026. Cryogenic cold-service and NGL handling in the core footprint.
Targa Resources — Falcon II — Delaware Basin, TX. A 275 MMcf/d cryogenic plant that came online in early 2026, with a companion plant (Yeti II, 275 MMcf/d) targeted for late 2027. Near-term and future cryogenic cold-service.
Phillips 66 — Iron Mesa — Ector County, TX (near Odessa). A 300 MMcf/d gas-processing plant under construction, with startup targeted for early 2027. Cryogenic cold-service inside the Odessa radius.
The scope splits roughly into cold service on the data centers and gas processing plants, and hot service on the power generation. We stock both sides and can direct-ship larger orders straight to the jobsite.
